A troubled young boy named Jesse, while being forced into community service at a local marina, creates a special bond with an orca whale named Willy, who shares his longing to be with his family. Their friendship continues to grow until the marina’s owners hatch a nefarious plot to be rid of the uncooperative Willy once and for all. Jesse uncovers their misdeeds, and with the help of his foster parents and friends, set out to liberate the whale and reunite him with his parents.
